# EIB fund commitments across languages: APIS's proposed and signed amounts

EIB's APIS record pairs a €66.81m signature with indicative finance. Its English, French and German fields show which figures and dates belong together.

The European Investment Bank's current [APIS Growth Fund III record](https://www.eib.org/en/projects/all/20230051) puts €66,811,424.76 in its signature section, dated 28 January 2026. The same page still describes USD80 million (EUR69 million) as approximate proposed EIB finance. The signed euro amount and the indicative financing figure belong to different fields; moving the project to signed status has not made those fields interchangeable.

That distinction survives translation. The French layout displays 66 811 424,76 € and the German layout 66.811.424,76 €. Both refer to project 20230051. They describe the same recorded amount, with different punctuation, rather than additional investments to include in a European LP total.

## The amount field matters as much as the status

The English summary labels its USD80 million figure as proposed finance and its dollar and euro figures as approximate. The signature section supplies a separate euro amount. A comparison of EIB participation should retain that signed amount alongside its date, while keeping the proposed figure identifiable as an earlier-stage measurement.

EIB's [explanatory notes](https://www.eib.org/en/projects/pipelines/notice/index) explain why a current page can contain both. Proposed EIB finance and total project cost are expected amounts. Only location, sector and project status update automatically as a project moves through the process. The current status therefore does not certify that every numerical field has been refreshed into a final transaction figure.

For APIS, the two euro figures do not establish that EIB cut its commitment from €69 million to €66.81 million. Nor do they identify an exchange-rate effect or a renegotiation. Establishing the reason would require further documentation. The supported finding is narrower and more useful: the page separately reports indicative finance and a signature amount.

## Localized labels preserve the financial qualification

The [French record](https://www.eib.org/fr/projects/all/20230051) calls the proposed-finance field “Montant BEI envisagé (montant approximatif)”. The [German record](https://www.eib.org/de/projects/all/20230051) uses “Vorgeschlagene EIB-Finanzierung (voraussichtlicher Betrag)”. Both retain the qualification that the English layout attaches to the figure. Translating either into an unqualified final commitment would discard part of the financial meaning.

The stage labels also correspond. Approved is Approuvé in French and Genehmigt in German; Signed is Signé and Unterzeichnet. Approval should remain approval when the record is carried into an English-language investment brief. A translation does not supply a later event that the document has not recorded.

Both localized pages warn that the page is unavailable in the selected language, and the investment narrative remains in English. Their labels and date formats are localized; they are not complete French and German translations of the underlying investment description. All three layouts also point to the English canonical URL, confirming that they are presentations of one issuer record, rather than independent confirmations.

## The release date is not the signature date

The APIS page displays a release date of 14 April 2023, approval on 19 November 2025 and signature on 28 January 2026. An analyst grouping this record by the displayed release year would answer a different question from one grouping it by the recorded signature year. Neither date establishes when the other field first became publicly available.

These fields were observed on 22 October 2026. The observation does not reconstruct an earlier version of the page or establish the fund's own final-close date. As with [EIF's signed agreements, pledges and fund-closing announcements](https://altss.com/blog/eif-q3-2026-fund-announcements-signatures-pledges-targets), an institutional participation record and a fund's fundraising milestone require separate evidence.

## A signature amount is not a cash-flow record

EIB describes APIS as a growth-equity fund investing in innovative financial services in Africa and Asia. Its general explanatory notes discuss financing-contract signature separately from subsequent disbursement, which follows implementation needs and applicable pre-disbursement conditions. That framework does not turn this equity-fund participation into a loan or disclose its subscription terms and capital-call history.

For a comparison of recorded EIB support, the APIS entry can therefore carry €66,811,424.76 with the 28 January 2026 signature date, while preserving the approximate proposed-finance field separately. Cash paid, the fund's total closing size and the reason for the difference between the euro figures remain different questions. A translated investment record is most informative when the amount, field label and event date travel together.
