# LGPS infrastructure: Kent’s commitment and pool-led investment selection

Kent’s £200m infrastructure approval and a separate LGPS Central co-investment show the distinct roles of local pension allocations and pool investment teams.

Kent Pension Fund approved a £200 million infrastructure commitment to Border to Coast’s 2026 Series 3b proposition at its June 23 meeting. The same public minutes put the choice of infrastructure investment areas at the discretion of Border to Coast’s investment managers. For an infrastructure GP, the commitment identifies both a pension allocating capital and a pool deciding how to invest it. The recipient relationship extends beyond the local committee that approved the amount.

## Kent commits to a programme; the pool builds the exposure

The [Kent committee decision](https://democracy.kent.gov.uk/mgAi.aspx?ID=71575&txtonly=1) also approved a separate £200 million private-equity commitment to Series 3b and delegated implementation to the Head of Pensions and Treasury. The two approvals addressed separate asset-class propositions. The public infrastructure resolution did not name an external infrastructure fund or assign its capital among underlying managers.

Border to Coast’s [August 11 programme announcement](https://www.bordertocoast.org.uk/news-insights/private-market-programme-reaches-more-than-23bn/) shows the broader portfolio-building task. Partner Funds committed an additional £5.2 billion to Series 3B across infrastructure, private equity, private credit and global real estate. Approximately £1.1 billion was committed to infrastructure. The programme served 17 Partner Funds, including seven that joined the partnership on April 1.

The announcement described £23.2 billion of invested and committed capital across the programme. That programme-wide measure combines existing investments and commitments across asset classes; it is not an infrastructure cheque currently available to a new manager. The pool-wide figures do not allocate Kent’s commitment to particular external funds or establish how much of its cash has been called.

## Investment control can move without changing legal ownership

The government’s [2026 asset-pooling guidance](https://www.gov.uk/government/publications/local-government-pension-scheme-asset-pooling/local-government-pension-scheme-asset-pooling), in its strategy-and-implementation table, places external manager selection and individual investment selection with the pool. Administering authorities decide investment objectives and may decide or delegate strategic asset allocation. These are different responsibilities, even when they concern the same pension assets.

The guidance also recognises legacy assets remaining in an administering authority’s legal ownership while the pool controls investment decisions. A manager’s legacy client name consequently does not, on its own, identify who will decide the next investment. The distinction is commercially significant for incumbent coverage as well as a first approach: an established pension relationship and a pool’s assessment of the strategy are connected parts of the mandate.

## A manager relationship can also lead to a company investment

A separate pool’s disclosure illustrates another implementation route. On [January 27, LGPS Central](https://www.lgpscentral.co.uk/news/270126-low-carbon-limited.html) announced a co-investment with CVC DIF in Low Carbon Limited. It described an existing relationship with CVC DIF across private credit and infrastructure, with the new investment developing its co-investment portfolio.

Low Carbon was described as a renewable-energy independent power producer working across planning, land acquisition, construction and operational management. That combination gives the infrastructure team a business model to assess, including development and delivery capabilities alongside operating assets. The same distinction between an operating portfolio and its expansion obligations appears in Altss’s [infrastructure fund comparison](https://altss.com/blog/q3-2026-infrastructure-equity-fund-closes-mandates).

This was LGPS Central’s investment, separate from Kent and Border to Coast. The announcement did not disclose its ticket. Its value to a GP’s relationship analysis is the named manager partnership and company exposure, rather than a sum to combine with another pool’s commitments.

These selected 2026 records cover Kent’s June meeting and the January and August pool announcements, not an open search. For infrastructure coverage, they support keeping the local allocation relationship, the pool’s portfolio responsibility and the proposed fund or company investment together. That differs from the system-specific relationships in [New York City’s infrastructure portfolios](https://altss.com/blog/nyc-pension-infrastructure-commitments-system-portfolios): the institutional setting changes where the investment proposition must land.
