New York City’s September climate-investment announcement named NYCERS, TRS and BERS behind a combined $116 million commitment to Sandbrook Climate Infrastructure Fund II. A separate [public report for the Police Pension Fund](https://comptroller.nyc.gov/wp-content/uploads/documents/09.09.2026-NYC-Police-Pension-Fund-Investment-Meeting-Agenda-Package-Public.pdf) lists $25 million for Sandbrook Climate Infrastructure Fund II-C LP, with a June 2026 closing. The records identify several pension relationships around one manager, with different participating systems and vehicle descriptions.

For an infrastructure GP, that is a more useful starting point than treating New York City as one allocator. Each of the five pension funds is financially independent and has its own board of trustees. Manager overlap can extend a relationship across the city’s pension landscape while leaving the individual portfolios, amounts and investment decisions distinct.

## Sandbrook: a three-system announcement and a Police commitment

The Comptroller’s [September 23 announcement](https://comptroller.nyc.gov/newsroom/nyc-comptroller-mark-levine-proposes-expansion-in-private-markets-climate-investments-to-advance-systems-climate-goals/) says NYCERS, the Teachers’ Retirement System and the Board of Education Retirement System committed $116 million to Sandbrook Climate Infrastructure Fund II earlier in the year. It reports one amount for the three named systems, without dividing it among them.

The Police fund’s September public packet supplies a different level of detail. Its infrastructure review lists a $25 million commitment to Sandbrook Climate Infrastructure Fund II-C LP, closed in June, classified as North American energy-transition infrastructure. The legal vehicle label and receiving pension system belong alongside the manager name.

Those descriptions support a relationship map rather than a single citywide ticket. The three-system announcement establishes the participants in its combined amount. The Police row identifies another pension’s commitment under its more specific vehicle name. Neither record supplies a complete allocation schedule for all five systems, and the two fund labels should not be silently collapsed into an identical legal vehicle.

The same September announcement proposed bringing further private-market climate opportunities to NYCERS, TRS and BERS for their separate consideration. That prospective program already features in Altss’s [September pension mandate comparison](https://altss.com/blog/september-2026-pension-approvals-capital-boundaries). Here, the more concrete signal is the named Sandbrook relationship that preceded it.

## GIP and InfraJoule reveal different portfolio choices

The Police review also records $82.4 million for GIP Mid-Market Fund V D, L.P., closing in July 2026. It classifies the investment as North American diversified infrastructure. Alongside the Sandbrook row, that identifies two different additions: a diversified mandate and an energy-transition mandate within the same regional classification.

A third Police entry names InfraJoule V SCSp, identified as Project Joule, at $10.5 million with an April closing. Its classification is European diversified infrastructure. Fire’s separate [September packet](https://comptroller.nyc.gov/wp-content/uploads/documents/09.23.2026-NYC-Fire-Pension-Fund-Investment-Meeting-Agenda-Package-Public.pdf) reports the same named vehicle and April closing month at $5.4 million. These are individual system records, not duplicate reports of one undivided pension commitment.

The Police and Fire infrastructure reviews are dated as of March 31, with April–July entries explicitly reported as subsequent closings. Both commitment tables state their amounts in USD millions. These selected disclosures identify commitments and reported closing months, rather than a Q3 commitment census, September board votes or cash funding.

The regional and strategy descriptions give a prospective manager a useful comparison set. A European infrastructure proposition belongs against different disclosed exposure from a North American energy-transition fund. The next layer of diligence is the actual portfolio and operating model: which assets or businesses the proposed vehicle owns, and what development or expansion it must finance. Altss’s [infrastructure fund-close analysis](https://altss.com/blog/q3-2026-infrastructure-equity-fund-closes-mandates) explains why the strategy label alone cannot answer that question.

## Shared advice still requires a system-specific capital case

The Comptroller’s [current consultant table](https://comptroller.nyc.gov/services/financial-matters/pension/faqs/) lists StepStone as infrastructure consultant for TRS, NYCERS, Police and Fire, and Meketa for BERS. The same official FAQ describes the systems’ separate boards working with the Bureau of Asset Management, the actuary and their consultants on asset allocation.

A common adviser identifies part of the relationship, while Police and Fire’s different InfraJoule amounts demonstrate the importance of the receiving portfolio. A manager’s proposal should identify the pension system, the legal vehicle and the exposure it would add relative to those commitments.

The FAQ also gives managers a practical entry point: contact BAM’s asset-class heads directly and provide a description of the investment strategy. It states that BAM and the systems prohibit placement agents, or intermediaries functioning in a placement-agent-like role, from making introductions on managers’ behalf. That published route does not establish an open infrastructure mandate.

Public records carry source-specific dates where available. No population-wide measured refresh cadence or universal verification deadline is established here. Page modified, source captured, fact observed, entity verified and aggregate measured describe different events. Check the date attached to the relevant claim; a missing verification date means unknown. Stored source history does not establish a customer-facing historical-analysis interface.
