# NYCRF’s 57 Stars account: tracing US$155m into underlying fund commitments

NYCRF’s captive-account disclosure separates its US$155m 57 Stars commitment from underlying funds, with important limits on reconciliation and available capital.

New York State Common Retirement Fund’s March 31, 2026 asset listing reports US$155 million committed to its 57 Stars Emerging Europe account and US$114.35 million in the account’s listed underlying fund commitments. Those amounts describe different layers of an investment route. They do not identify two separate pools of pension capital, or establish how much remains available to a new manager.

The [official asset listing](https://www.osc.ny.gov/files/retirement/resources/pdf/asset-listing-2026.pdf) makes the structure unusually explicit. Its private-equity fund-of-funds section describes captive funds of funds as discretionary accounts used to access smaller and specialized private-equity funds. For a fundraising team, the consequential relationship is therefore the route through the account and its manager, rather than an assumed direct pension subscription to every underlying vehicle.

## The account and its underlying funds

The captive-account table names 57 Stars, LLC as manager of 57 Stars Emerging Europe Fund (NYSCRF), LP, with an Emerging European Buyout strategy and a US$155 million commitment. Below it, the underlying schedule identifies seven fund entries, including Tene Growth Capital IV, LP at US$40 million and Abris CEE Middle Market Fund II, LP at US$13.6 million. The schedule identifies their vintage years as 2017 and 2012, respectively.

This creates a concrete research chain: the pension’s commitment to the named account, the manager identified for that account, and the funds listed beneath it. The US$40 million Tene entry is an underlying fund commitment within that schedule. Adding it to the account’s US$155 million as another independent pension allocation would confuse the two levels.

The broader private-equity ledger also reports US$155 million for the Emerging Europe vehicle, alongside a displayed commitment date of March 13, 2009. The 2026 document is a portfolio snapshot containing historical relationships. Its as-of date does not turn those positions into new 2026 awards or establish when an underlying fund legally closed.

## Why the two commitment totals differ

The seven listed underlying commitments sum to US$114.35 million, leaving an arithmetic difference of US$40.65 million from the account commitment. The report does not identify that difference as cash waiting to be allocated. Its explanatory note says underlying commitments may differ from the pension’s account commitment because of fees, uncommitted capital or investments that have been fully liquidated and omitted.

Those are possible explanations, rather than a breakdown of this particular difference. Neither a fee estimate nor an amount reserved for future managers can be recovered from the subtraction alone. A business-development team would need separate evidence of current investment capacity and mandate fit before treating the account as an available capital source.

The underlying schedule also has its own reporting boundaries. Fully liquidated funds are excluded, some partnerships are unnamed for confidentiality, and euro- and sterling-denominated underlying commitments elsewhere in the schedule remain in their original currencies. A listed holding, an omitted historical investment and an unidentified partnership carry different information; an incomplete name list is not proof that no relationship exists.

## Structure comes from the record, not the name

The report calls this category discretionary accounts even though the named vehicle ends in “LP” and contains “Fund.” Those words alone do not establish whether investors share a commingled pool, whether a vehicle is a feeder, or what an executed separate-account agreement permits. The account description supplies an investment-route classification; it does not replace the governing documents for legal rights or fee terms.

New York’s [programme-mediated investment disclosures](https://altss.com/blog/new-york-pension-august-2026-property-investments-commitment-limits) show why that route matters when researching a named manager relationship. Here, the asset listing adds the account and underlying-fund schedule. Keeping those levels separate preserves both the intermediary relationship and the capital measure attached to each entry, without converting historical commitments into a present fundraising opportunity.
