October 2026 Investment Manager RFPs: Deadlines, Mandates and Changed Instructions
Source-checked October 2026 investment manager RFPs: Chicago Park, Pittsburgh and Rhode Island deadlines, strategy requirements and expired-search exclusions.
Three notices in this source-checked October 15, 2026 monitor have proposal deadlines still ahead in October: Chicago Park's passive equity search, Pittsburgh's active U.S. small-cap search and Rhode Island's Ocean State Investment Pool procurement. A Newark pension and OPEB mandate remains open with a November deadline. These are selected public opportunities, with different investment and operational requirements; they are not a complete market inventory or evidence of capital already committed.
The most useful comparison is the strategy and submission requirement behind each deadline. An active small-cap manager, a passive index provider and a public cash-pool operator are answering different procurements. Treating their advertised assets as a single fundraising total would obscure those differences.
Chicago Park: passive equity proposals due October 19
Meketa's published search notice carries an RFP issued by the board of the Park Employees' and Retirement Board Employees' Annuity and Benefit Fund of Chicago. It requests passive domestic and developed international equity investment management.
The requested strategies are Russell 1000 and/or MSCI EAFE. For domestic equity, the board will consider separate accounts and commingled or pooled funds. For international equity, it will consider only commingled or pooled funds.
The notice describes approximately $80 million already managed in the domestic index portfolio and approximately $30 million for an international portfolio the board is considering. Those figures describe an existing portfolio and a contemplated engagement, respectively. Neither establishes a new award, and this monitor does not add them into a confirmed mandate total.
The submission deadline is published as 4 p.m. CST on October 19, 2026. That is the source's time-zone label, reproduced without converting it. The notice links the response questionnaire; managers should use the published route and verify its current instructions before submitting.
Pittsburgh: October 20 is a receipt deadline for an active strategy
The City of Pittsburgh Comprehensive Municipal Pension Trust Fund's official RFP seeks a U.S. small-cap manager, uses the Russell 2000 as its performance benchmark and specifies initial funding of up to $20 million. That amount can change with asset allocation or investment circumstances; it is not a completed commitment.
Proposals must arrive by 5 p.m. local Pittsburgh time on October 20, 2026. The RFP requires ten written copies and two electronic versions, making delivery planning material to a manager's decision to respond.
The city's October 6 answers sharpen the mandate. The fund will consider small-cap styles including growth and value, and an ETF structure can be considered. It wants an existing, stand-alone active U.S. small-cap strategy. Quantitative strategies can qualify; index strategies cannot. A U.S. carve-out from a global small-cap strategy does not meet the stated preference.
The answers also confirm that paper responses must be received by the deadline, rather than simply mailed that day. They permit data dated June 30 or September 30, 2026, with an explanatory footnote, and require at least $5 million of errors-and-omissions insurance before funding. The city's document index provides the original RFP and these clarifications together.
Rhode Island: cash-pool management and operations, due October 20
The Ocean State Investment Pool procurement covers investment management, recordkeeping, operational and administrative services. Its official RFP requests portfolio management, credit research, participant accounting and transaction services, with audit and custody coordination. This is a public cash-pool service mandate, not a private-fund LP commitment.
The published deadline is October 20, 2026, at 4 p.m. EST, using the document's label. The initial intended contract term is three years, with a possible two-year extension.
Minimum qualifications include five years managing institutional assets in the relevant or similar strategy, at least $5 billion of institutional assets in that strategy, and at least one institutional public client. The $5 billion figure is a manager eligibility threshold, not the amount being awarded.
Currentness matters here: the RFP's original schedule lists October 5 for responses to questions, while the Treasury's updated open-RFP page moves their expected posting to the week of October 12. The updated page continues to show October 20 for proposals. An expected Q&A posting date does not prove answers have been posted; this capture did not establish a separate published answer document.
Newark: a November deadline, with October preparation dates
Newark, Delaware's official RFP 26-03 posting is marked open and gives November 3, 2026, at 2 p.m. prevailing time as the deadline. It requests a combined investment management and custody proposal for pension and other post-employment benefit assets. A proposal for only one service will not be considered.
Questions are due October 23 at 5 p.m. The September 30 notice of intent was nonbinding: the posting expressly says failure to submit it does not prevent a proposal. This belongs in an October preparation queue, rather than an October-closing count.
Expired dates and coverage limits
Massachusetts PRIM's RFP page lists October 9, 2026, for both active global core equity management and operational due diligence services. DCRB's investment consultant notice and its Amendment A0002 give a revised October 14 deadline. Both dates precede this monitor's October 15 check. They are excluded from the open list; no award or cancellation is inferred.
The coverage boundary is the selected publicly accessible notices and linked documents checked for this edition. Deadline extensions and additional notices may appear later. There is no aggregate capital-available figure, market ranking or claim that these searches cover all public pensions. Managers should recheck the issuing body's documents, response portal and addenda before acting.
For broader allocator research, see Altss's pension funds as LPs guide. A manager-search notice can inform a research queue; it cannot by itself establish an allocator's appetite for an unrelated private fund.

Public records carry source-specific dates where available. No population-wide measured refresh cadence or universal verification deadline is established here. Page modified, source captured, fact observed, entity verified and aggregate measured describe different events. Check the date attached to the relevant claim; a missing verification date means unknown. Stored source history does not establish a customer-facing historical-analysis interface.
