# Primo’s Lazio biotech launch adds company creation to healthcare PE

Primo Biotech Lazio pairs regional biotech company creation with public and pension backing, distinct from the manager’s existing healthcare SME private equity.

Primo Capital’s September 2026 launch adds a biotech company-creation strategy to a manager already investing in healthcare businesses. Primo Biotech Lazio is a regional venture-capital proposition, with Lazio Innova as cornerstone investor and Fondazione ENPAM as an LP. Its concentrated, primarily lead-investor approach asks a different question of an allocator from the manager’s existing healthcare SME private-equity fund: how scientific work becomes an investable company.

The [September 16 announcement](https://www.primo.capital/news/primo-capital-launches-primo-biotech-lazio-to-invest-in-the-next-generation-of-biotech-companies) describes the new fund’s aim of turning Lazio’s research, clinical expertise and pharmaceutical industry into scalable biotech companies. The manager’s current health platform lists Primo Biotech Lazio with a 2026 vintage separately from Primo Health’s 2024 vintage. The launch expands the investment approach within health; it is not evidence that the manager only entered the sector in September.

## Company creation alongside healthcare SME growth

[Primo Health](https://www.primo.capital/fondi/primo-health) is described as private equity for growth-oriented small and medium-sized healthcare companies. Its remit includes medical devices and equipment, the pharmaceutical supply chain, private healthcare services and veterinary medicine. The manager names the European Investment Fund, Fondo Italiano d’Investimento and ENPAM among its backers. A shared health theme therefore covers an existing operating-company growth strategy as well as the new biotech venture mandate.

Primo Biotech Lazio is led by general partners Letizia Goretti and Michele Cerqua, with Sergio Abrignani as scientific adviser. The launch describes capabilities spanning scientific validation, clinical and regulatory strategy, financial structuring and business development. Primo also plans a permanent Rome base to support scouting and relationships with the regional ecosystem.

A [regional notice published on September 8](https://www.lazioinnova.it/app/uploads/2026/09/BURL-n.-72-del-08.09.2026-Pubblicita-FIA-Codfinanziati.pdf) identifies Primo Biotech Lazio as a dedicated alternative investment fund targeting startups and innovative SMEs. Its stated sectors include biotechnology and advanced therapies, alongside smart biomaterials and advanced biomedical devices. Therapeutic areas include oncology, rare diseases, neurology, immunology, and regenerative and personalised medicine.

The same notice gives a maximum investment of €12 million and leaves the minimum unspecified. This is the company-investment range in the notice’s fund profile, not the size of the fund or ENPAM’s commitment. For an LP, the mandate and team point toward assessing scientific and development capabilities alongside company-building execution, rather than treating the product as another allocation to established healthcare SMEs.

## Regional capital shapes the proposition

Lazio Innova’s cornerstone role operates through LAZIO Venture 2, the regional fund-of-funds programme co-financed by the 2021–2027 European Regional Development Fund programme. ENPAM’s separately named LP role brings pension capital into the announced vehicle. Their disclosed roles identify institutional backing, without quantifying either investor’s ticket or return rights.

The [programme’s current description](https://www.lazioinnova.it/innovaventure/lazio-venture-2/) targets startups and SMEs operating in Lazio or intending to establish and develop operations there. It distinguishes dedicated regional funds from parallel arrangements. The dated notice expressly places Primo Biotech Lazio in the dedicated category and says managers independently evaluate company proposals.

The notice also reports that the programme’s investments in all six selected funds had been finalised by July 31. That programme milestone precedes the September launch announcement; it does not establish a September legal closing date or new cash received by Primo’s fund.

[Different mandates beneath a manager’s fundraising headline](https://altss.com/blog/bessemer-crane-seed-growth-fund-mandates) already matter when comparing seed and growth products. Here the additional distinction is regional biotech company creation versus healthcare SME growth. The published material gives an LP a specific strategy, team and institutional relationship to investigate, while leaving total fundraising, investor-level economics and actual company investment outcomes unquantified.
