What was INADEM's investment model?
INADEM functioned as a fund-of-funds and co-investment platform, allocating the National Entrepreneur Fund (FNE) through external fund managers, incubators, and accelerators rather than making direct equity investments. It targeted seed, startup, and expansion-stage companies. Its capital was federal budget appropriations, not pooled investor commitments.
Why was INADEM dissolved?
President Andrés Manuel López Obrador's administration dissolved INADEM by decree in December 2018, as part of a broader austerity-driven restructuring of federal agencies. The government argued that the institute's functions overlapped with other economic development bodies and that its programs had insufficient accountability metrics. Remaining entrepreneurship support functions were absorbed into the Ministry of Economy.
