Philadelphia Foundation

The foundation's investment decisions are overseen by its Investment Committee, a sub-group of its Board of Managers comprised of local finance and business leaders. The committee sets asset allocation policy and monitors external investment managers. Day-to-day management is delegated to the foundation's finance staff under the President and CEO.

Capital flows in from individual donors, families, corporations, and legacy bequests who open donor-advised funds or contribute to existing field-of-interest and scholarship funds. The foundation markets its local knowledge and grantmaking infrastructure as the primary value proposition for donors who want to give in Greater Philadelphia without building their own foundation.

While the foundation does not publicly disclose a detailed asset allocation, community foundations of its size typically hold diversified portfolios of public equities, fixed income, private equity, hedge funds, and real assets. It serves as a permanent endowment vehicle, meaning it targets a long-term return that preserves intergenerational purchasing power while funding a consistent annual payout.

The foundation is an independent nonprofit with no formal governance tie to the City of Philadelphia, although its mission aligns with civic priorities. Pedro A. Ramos previously held city government roles including school board member and city solicitor, but the foundation operates autonomously and is funded entirely by private charitable contributions.
