UK Research and Innovation

UKRI aims to allocate public money to the highest-quality research and innovation across all disciplines in the UK. It funds discovery science, applied research, postgraduate training, and business innovation through its seven research councils and Innovate UK. The organization is tasked with ensuring the UK remains a global leader in science and technology (per the 2017 Act).

UKRI is a statutory non-departmental public body. It does not manage a pool of capital for a single family or endowment. Instead, it distributes roughly £8.6 billion annually in grants and contracts to universities, research institutes, and businesses. Its mandate is public-policy-driven, not return-seeking.

UKRI is primarily a grant-maker. However, its subsidiary Innovate UK provides a mix of grants, loans, and innovation contracts. Through UKRI Technology Limited and other vehicles, it may take equity in spinout companies, but this is a small fraction of total spending — the dominant mechanism remains non-equity grants.

The UKRI Board sets overall strategy, subject to oversight from the Department for Science, Innovation and Technology. The Chief Executive, Ottoline Leyser, is the accountable officer to Parliament. Each of the seven councils retains significant independence in allocating its own budget within the UKRI framework.

Based on public spending data, the largest recipients by council budget are medical research (MRC), engineering and physical sciences (EPSRC), and science and technology facilities (STFC). Innovate UK's business-focused awards prioritize clean energy, AI, health-tech, and advanced manufacturing. UKRI's own priorities include net zero, AI and data, healthspan, and trusted resilient societies (per UKRI strategy, 2022).

Applications are submitted through the UKRI Joint Electronic Submission (Je-S) system or the newer UKRI Funding Service. Most calls are discipline-specific, tied to individual councils. Innovate UK runs competitive competitions with defined topics. Peer-review panels chaired by senior academics assess proposals against excellence, impact, and fit to strategy.

Primarily domestic. However, UKRI funds international collaborations through bilateral agreements with bodies like the US National Science Foundation, the EU Horizon Europe programme (now partially associated), and with institutions in Japan, India, and Brazil. A dedicated International team within UKRI coordinates this.
