Venture Capital Trust Fund

VCTF sources primarily through Ghana's formal SME support ecosystem, including referrals from the Ghana Enterprises Agency (GEA) and its network of local fund managers. As an anchor limited partner in several domestic venture capital funds, it gains proprietary exposure to pipeline companies pre-screened by fund managers. Its board composition, which includes the head of GEA, further embeds deal flow from government-backed entrepreneurship programs.

VCTF operates a hybrid model: it commits capital as a limited partner to local venture capital and private equity fund managers, and it also makes direct co-investments and solo direct deals in Ghanaian SMEs. The direct investments often target agribusiness, manufacturing, and service companies that align with national development priorities, allowing VCTF to deploy catalytic capital where commercial fund managers may require a public anchor before entering.

In 2013, VCTF collaborated with the Ghana Stock Exchange to design and launch the Ghana Alternative Market (GAX), a parallel equities board for small and medium enterprises with lower listing requirements than the main exchange. GAX functions as a structured exit pathway for VCTF-backed companies and a signal to later-stage private investors that a public-market liquidity option exists for Ghanaian growth companies.

Investment decisions are executed by management under the leadership of the Managing Director, Yaw Owusu-Brempong, and overseen by a board of directors chaired by Kofi S. Yamoah. The board includes representation from the Ministry of Finance, which has ultimate fiduciary oversight, and from agencies such as the Ghana Enterprises Agency, ensuring alignment with the government's economic development strategy.

VCTF is a government-backed development finance institution, established by an act of Parliament and funded through national budgetary allocations and returns from its investment portfolio. It is not a family office; its source of capital is public rather than private family wealth. It differs from a traditional sovereign wealth fund in that it does not manage excess foreign reserves or commodity revenues, but rather targets domestic economic development through venture and growth equity.
