BlackHorse Solutions was founded in 2010 by a team of former US special operations and intelligence community members. They built the firm to provide operational support and technology development for classified government missions. BlackHorse Solutions was acquired by Parsons Corporation in July 2021 for $203 million. It now operates as part of Parsons' federal solutions segment, bringing its cyber, electronic warfare, and information operations capabilities under the publicly traded parent entity (per Parsons press release, July 2021).

The firm delivers cyber operations, electronic warfare, information operations, and tailored technology development. It is known for embedding cleared operators and engineers directly into Department of Defense and intelligence community missions. The company's track record centers on classified program support and bespoke technical solutions, not off-the-shelf products or management consulting.

BlackHorse employs a bottom-up sourcing model where its operators identify technically feasible capabilities and then match them to the government customer with the most acute need. This is the inverse of the traditional Beltway model where a contractor staffs up only after winning a program of record. It is an operational defense and intelligence services firm that was privately held by its founding operators until its acquisition by Parsons Corporation in 2021.
