Catapult Learning is a division of FullBloom, a holding company that consolidates several K-12 education-services businesses. Rob Klapper was appointed President of the School Solutions Division — which encompasses Catapult Learning — in October 2024. FullBloom is backed by institutional private-equity capital, giving Catapult an ownership structure distinct from founder-operated family offices.

The firm deploys high-impact tutoring in literacy and math, targeted academic intervention, summer learning programs, and Multi-Tiered System of Supports (MTSS) services that include mental-health counseling and life-skills coaching. Under Vice President of Teaching and Learning Devon Wible, the firm reported a 5% year-over-year increase in the portion of students meeting national growth benchmarks in reading and math. Catapult Learning embeds diagnostic and progress-monitoring assessments into its intervention programs, aligning with the data-driven accountability requirements of most district-level Title I contracts.
