Cibus acquires and operates Romanian farmland, with a focus on aggregating fragmented parcels into institutionally managed holdings. The strategy covers both row-crop and permanent-crop assets, combining buy-and-lease arrangements with directly operated farms. Underlying production is weighted toward grains and oilseeds, with some exposure to irrigated higher-margin crops. The firm targets yield improvements and the consolidation premium that arises when smallholdings are assembled into commercial-scale operations.

The firm sources land in a post-communist restitution market where ownership is split across millions of smallholders, creating a fragmented and inefficient transaction environment. Cibus assembles adjacent parcels through direct off-market and brokered acquisitions, converting smallholder parcels into contiguous operational units. This aggregation model exploits a gap in institutional participation that persists in Romanian farmland relative to Western European markets.

Cibus employs a hybrid model: some holdings are leased to local operators under active supervision, while others are farmed directly with the firm upgrading agronomy, machinery, and infrastructure. Direct operations allow tighter control over crop selection, input costs, and yield outcomes. Leased ground provides a rental-income stream while retaining ownership of the appreciating land base.

The firm concentrates on Romania’s primary arable regions, particularly the Romanian Plain, which offers large field geometries and proximity to Black Sea export infrastructure. This location narrows the basis between local farm-gate prices and global grain benchmarks, improving realized returns. No operations outside Romania have been publicly disclosed.

Romanian farmland trades at a discount to Western European ground due to fragmented title histories, lower institutional participation, and a slower post-communist aggregation process. Common Agricultural Policy payments and land-value convergence toward EU averages create a consolidation premium for managers who can assemble viable commercial portfolios. Cibus positions itself to capture that arbitrage as the market matures.
