Nelson de Souza, as President, leads the institution's investment strategy under governance established by the Government of the State of São Paulo as sole shareholder. The agency's priorities align with the state's multi-year economic development plan, though it maintains operational independence on individual credit and FIP commitments. BNDES is a federally chartered development bank serving all of Brazil, while Desenvolve SP is a state-level agency focused exclusively on São Paulo-based enterprises. Desenvolve SP operates with a narrower deployment mandate but can move faster on mid-market and municipal deals within its territory. The two institutions frequently collaborate, with BNDES providing on-lending credit lines that Desenvolve SP distributes locally.

Desenvolve SP takes minority LP positions in venture capital and private equity funds through its FIP strategy rather than direct company equity stakes. These fund commitments target São Paulo-based growth-stage technology, industrial, and renewable energy companies. The agency co-invests alongside Finep, Brazil's federal innovation agency, to back venture funds deploying domestically.

The institution provides long-term credit lines to small and medium enterprises for capital expenditures, working capital, R&D, and export capacity. It also issues guarantees, manages public investment funds blending state and multilateral capital, and serves as a financial agent for state government infrastructure programs.

Desenvolve SP does not publicly disclose total assets under management or cumulative deployment figures. The balance sheet includes direct credit operations, holdings in marketable securities and bonds, and equity commitments through FIPs, all backstopped by the State of São Paulo's balance sheet.

Banco do Povo Paulista is the microfinance arm operated under Desenvolve SP, providing small-scale credit to individual entrepreneurs and informal businesses throughout São Paulo state. It extends Desenvolve SP's economic development mandate to populations typically excluded from traditional banking, functioning as a separate operational unit within the same institutional framework.

All investment activity is confined to the State of São Paulo, though specific focus clusters include the Campinas technology corridor and São José dos Campos aerospace and industrial hub. The agency does not deploy capital outside its state boundaries.
