The foundation's capital came from ECMC Group, a nonprofit corporation that historically operated as a designated guarantor of federal student loans. When the U.S. Department of Education shifted away from the guarantor model, ECMC Group seeded the foundation with a significant endowment from its accumulated reserves. The foundation now manages its portfolio independently with a separate investment committee.

Peter J. Taylor serves as President, a role he has held since 2014. Taylor previously served on the University of California Board of Regents and spent two decades in municipal finance at Barclays and its predecessor firms. Program strategy is executed by a team of directors overseeing distinct grantmaking portfolios in college success, career readiness, and education reform.

ECMC Foundation deploys both programmatic grants and mission-related investments (MRIs). The MRI portfolio targets ventures and funds aligned with postsecondary access and workforce development, though the foundation's public reporting emphasizes its annual grant cycle as the primary vehicle. The foundation is national in scope and funds organizations across the United States. Grant concentration is notably high in California, Texas, and the Upper Midwest — regions where ECMC Group's historical student loan operations were dense — but the foundation does not impose geographic restrictions on its open funding opportunities.

While ECMC Group remains the origin entity, the foundation operates with a distinct philanthropic mandate and does not direct funding toward the corporation's business activities.
