It is neither. HCC is a government-relations and business-development consultancy structured as an LLC. The firm does not manage outside capital or deploy its own balance sheet; it generates revenue by securing congressional appropriations, federal contracts and tax provisions for its clients in exchange for consulting fees.

According to its own disclosures, HCC has secured over $22.5 billion in funding and tax provisions since 2001. This includes direct congressional earmarks and appropriations, government procurement contracts, R&D grants for emerging technologies, and tax-code treatment negotiated through the legislative process. The firm also advises on IP valuation and international market entry.

Founder Rob Hartwell runs the firm. Its public-facing leadership relies on the input of division heads spanning Energy, Security, Health Care and Transportation, backed by subject-matter experts who include a former Deputy Under Secretary of Defense for Laboratories and Science and three former Members of Congress.

HCC names seven divisions: Education, Energy, Environment, Finance, Health Care, Security and Transportation. There is no explicit technology-sector exclusion, but its consultant roster — dominated by defense, nuclear, petroleum and civil engineers — suggests an active posture around federally funded energy-infrastructure, defense-industrial and health-care opportunities. Pure consumer-tech or venture-backed software plays are absent from its public materials.

Headquartered in Arlington, Virginia, HCC maintains consultant offices in Australia, France, Germany, Indonesia, Malaysia, Nigeria, Pakistan, Spain, Trinidad, the UAE and the United Kingdom. The firm describes a network covering every continent, supporting clients that pursue U.S.-originated federal funding as well as international market entry from those locations.

Most lobbying firms focus solely on legislative influence and messaging. HCC embeds engineers, scientists and former national-security officials inside the same entity that runs its lobbying practice. The inclusion of a Chief Scientist who previously oversaw Los Alamos National Laboratory means the firm can simultaneously advise a defense contractor on appropriations tactics and on the patentability of the underlying technology — a two-layer approach that standard lobbyists do not offer.

HCC does not publish a client roster on its website, and the firm is not registered as an investment adviser, so it is not subject to public Form ADV disclosure. Past promotional materials reference affiliation with Betz Laboratories, former Philadelphia Mayor W. Wilson Goode and President George W. Bush, but these references appear to be endorsements rather than a current client list.
