HEALTH AND REENTRY PROJECT

Health and Reentry Project (HARP) is a Bethesda, United States-based nonprofit organization that provides policy analysis and technical assistance to expand health care access for people leaving incarceration. The organization is classified as an institutional investor type (Endowment/Foundation) and operates from its Washington, DC office at 601 13th St. NW. HARP's work focuses on the intersection of health and criminal justice, advancing major policy and practice reforms at the national, state, and local levels. The team brings experience from government, nonprofit, advocacy, and clinical health care settings. HARP offers technical assistance for corrections and maintains an OUD Reentry Toolkit, along with policy maps and publications. Founded by Vikki Wachino, former Deputy Administrator of the Centers for Medicare & Medicaid Services, the organization works to improve health outcomes for justice-involved populations through systems change and policy reform.
