Investment and credit decisions flow through the Center's Business Evaluation Committee, which includes Chairman Satoshi Nomura and external committee members such as Tohoku University professor Shuichi Ishida. The Committee structure mirrors the credit-evaluation architecture of Japan's regional banks but is adapted for direct equity and quasi-equity positions in Hokkaido-based SMEs.

The Center operates under the jurisdiction of the Hokkaido Prefectural Government and functions as a public-sector entity. However, its investment committees include external academic and private-sector members, and its direct-investment mandate distinguishes it from pure guarantee agencies. In practice, it occupies a hybrid role — part regional development bank, part policy-implementation vehicle.

Priority sectors include industrial technology, semiconductor supply chain (tied to the Chitose-based Rapidus project), food processing, agri-tech, and enterprise software. Geographically, the Center covers all of Hokkaido, with a headquarters in Sapporo and an additional operating presence in Obihiro that anchors its reach into the Tokachi region's agricultural and manufacturing base.

Unlike Tokyo-headquartered national agencies that deploy standardized guarantee programs nationwide, the Center operates with prefectural discretion — allowing investment decisions tailored to Hokkaido's industrial composition. This makes it structurally distinct from organizations like the Japan Finance Corporation or the national SME Agency, which lack the Center's direct-investment and local-convening authority.
