The incubator also accepts external applicants who can leverage IIIT-H's technical infrastructure and mentorship network. This internal-first sourcing model gives CIE early access to deep-tech innovations before they reach broader venture markets.

CIE operates as a technology business incubator under IIIT-Hyderabad, not as a standalone venture capital fund. It provides seed capital, prototyping facilities, and advisory support, typically in exchange for equity through the IIIT-H Foundation. The structure more closely resembles Stanford's technology transfer model than a traditional venture firm, though the investment mandate is similarly early-stage and research-driven.
