Konstantin Malofeev, the founder and sole managing partner identified in public records, controlled all major investment decisions at Marshall Capital. He operated without a publicly known investment committee or external limited partners exercising voting rights. The firm's deal-making reflected his personal network and strategic interests directly.

Marshall Capital's ability to deploy capital outside Russia has been severely constrained since March 2014, when the European Union imposed asset freezes and travel bans on Konstantin Malofeev personally and on entities he controlled (per EU Council Regulation 269/2014). While the firm may continue to manage legacy Russian positions, cross-border dealmaking and Western co-investor participation are effectively blocked as long as sanctions remain in force.

Malofeev acquired a minority stake in Rostelecom during the mid-2000s, then built a blocking position through a consortium that included sovereign wealth vehicles. He used this position to push for board representation and strategic changes, eventually becoming a central figure in the company's governance—though the stake later became the subject of protracted litigation and accusations of minority-shareholder abuse (public record).

Konstantin Malofeev founded St. Basil the Great Charitable Foundation as a philanthropic vehicle aligned with Russian Orthodox values. The foundation supported educational and social projects, but its operational and reputational entwinement with Malofeev's investment activities meant the boundaries between Marshall Capital's profit-seeking and the foundation's charitable mission were not institutionally distinct. Both entities fell under the same sanctions net in 2014.

Public records do not identify a formal LP base. The firm appears to have deployed primarily Malofeev-controlled capital and funds from state-linked or sovereign co-investors rather than operating a Western-style blind-pool fund with institutional limited partners. This structure gave Malofeev wide discretion over investment pace and strategy.
