Launched as an Erasmus+ innovation project, the New Horizons Project is coordinated by the Paris-based NGO Cercle Augustin d'Hippone and delivered by a six-member consortium spanning France, Cyprus, Romania, Italy, and the Russian Federation. The project does not manage a conventional investment portfolio; its capital takes the form of European Union grant funding deployed to design and test new vocational education models for adults on the autism spectrum. The consortium develops three core outputs. An e-learning platform centralizes pedagogical content, graphic design, and a final evaluation system tailored to autistic learners. A virtual assistant supplies work-counseling scenarios, personalized intervention plans, and multilingual assistance programs. An employer's guide compiles teaching materials, interview-preparation methods, and practical descriptions of autistic traits for hiring managers. Geographic reach covers the five partner countries, with Romania hosting a transnational team meeting in Costinesti in July 2021. Operational scale is defined by consortium breadth rather than assets under management. Six partner organizations — STANDO LTD (Cyprus), SC PSIHOFORWORLD and Integrare Europeana (Romania), NAMOI (Russian Federation), and the International Institute of Applied Psychology and Human Sciences (Italy) — work alongside Cercle Augustin d'Hippone. The coordinating entity participates in the Réseau Euromed France professional network, but the project does not disclose additional affiliated vehicles, philanthropic foundations separate from its Erasmus+ structure, or co-investment clubs. July 2021: The consortium convened in Costinesti, Romania for a transnational team meeting to advance the project's training and counseling tool development. The project's structural differentiator is its funding model: it operates entirely on Erasmus+ grant capital, producing freely accessible digital training infrastructure rather than generating a financial return. This architecture ties its lifespan to grant cycles and public-sector priorities, making it a time-bound innovation vehicle rather than a permanent institution. No disclosed succession or governance framework exists beyond the consortium agreement coordinated by Cercle Augustin d'Hippone.
