Base is a Layer 2 blockchain built on the OP Stack by Coinbase, launched to serve over a billion users. Optimism provides the open-source modular infrastructure and Ethereum security, while Coinbase operates the chain independently. This relationship makes Base the largest single validator of the OP Stack's enterprise viability and a material contributor of sequencer fees back to the Optimism Collective.

Optimism is structured as a protocol governed by the Optimism Collective, a two-house system that includes a Token House of OP holders and a Citizens' House of reputation-weighted contributors. It is not a traditional for-profit entity and does not list a parent company, CEO, or management board in any public filing, distinguishing it from software vendors or managed infrastructure firms.

Confirmed adopters include Uniswap's Unichain, Kraken, and Coinbase's Base, alongside over 50 total powered chains. Unichain does $280 million in daily DEX volume on the OP Stack, while OP Mainnet itself serves as the on-ramp for developers and enterprises before they graduate to dedicated chains. The firm specifically lists fintechs, exchanges, and payments providers as its core target sectors.

The firm markets configurable infrastructure layers that enterprises can tailor to their own regulatory requirements, including permissioned validators and compliance-tooled workflows. Aligned with the OP Stack's modular design, this does not impose a single compliance regime but lets regulated entities overlay their own controls on top of open, Ethereum-secured rails.

No venture fund, family office structure, or investment vehicle is publicly disclosed. Optimism's economic model flows through token governance and fee redistribution, not a managed pool of outside capital. The firm does not make fund commitments, direct equity investments, or operate as an asset manager.

Control vests in the Optimism Collective, a two-house governance system: the Token House, composed of OP token holders, votes on protocol upgrades and treasury allocations, while the Citizens' House, composed of non-transferable reputation-weighted identities, governs retroactive public-goods funding.
