Cristiano Barcellos Soares serves as Director of Investments and AETQ (Administrador Estatutário Tecnicamente Qualificado), the qualified statutory administrator responsible for portfolio oversight. The state government is the primary sponsor — or patrocinador — of Preves. The foundation exclusively serves state civil servants and participating municipalities, making it a captive pension fund whose contributions and liabilities are tied to public-sector employment within Espírito Santo.

Preves uses both structures. It maintains dedicated vehicles like the Preves I FIM Previdenciário RL fund for direct allocations and also commits to external managed funds, evidenced by the Preves II - Vinci partnership, which suggests a combination of direct holdings and third-party fund investments.

Preves II - Vinci is a managed vehicle that deploys capital through a partnership with Vinci Partners, a Brazilian alternative investment platform. The structure indicates Preves' willingness to access specialized asset management for parts of its portfolio, likely targeting higher-yield private market sectors.

Cariacica and Conceição da Barra are named participating municipalities. Their inclusion extends the fund's sponsoring base beyond state-level employees, integrating municipal civil servants into the same supplementary pension framework administered by Preves.
