Budgetary and funding decisions are ultimately governed by the President of the Region, Eugenio Giani, executed through the regional administration's directorates. The entity functions as a public body, so allocation priorities are set within the multi-year regional budget framework, with specific programs approved by the regional council. Day-to-day grant distribution and project co-financing are managed by civil servants across departments such as agriculture, infrastructure, and culture.

Regione Toscana does not source deals in the private-market sense. It initiates funding rounds through public calls for proposals ('bandi') published on its official website and in the regional bulletin (BURT). These cover grants, subsidies, and co-financed loans targeting specific policy objectives — from youth farm startups to industrial supply-chain training. Potential recipients apply competitively against published criteria, and awards are approved administratively.

The region's balance sheet includes operating government buildings, notably the Palazzo Guadagni Strozzi Sacrati (the presidential seat) and the Palazzo del Pegaso (the regional council). It also owns cultural properties such as the Casa Museo Rodolfo Siviero, which holds the state-owned Siviero Collection. These are operational, heritage-protected real assets — not liquid securities — alongside allocations to infrastructure funded through Cassa Depositi e Prestiti.

The region almost exclusively deploys capital through direct grants, subsidies, and co-financing structures — not through fund investments. Its partnerships with entities such as Cassa Depositi e Prestiti are project-level or program-level rather than blind-pool LP commitments. EU structural funds are administered directly by the region's managing authorities.

Persistent funding lines flow toward agriculture (especially generational farm succession), vocational training in manufacturing supply chains, cultural heritage, and digital infrastructure. The 2026 published bandi confirm active programs in youth farmer subsidies, low-impact aquaculture, seismic risk studies, and local-capacity building for inland-area municipalities.

Cassa Depositi e Prestiti (CDP) serves as a financial partner, channeling national-level resources into regional infrastructure and business support projects identified by the Tuscan administration. Fondazione CR Firenze is a separate banking-origin foundation that collaborates with the region on cultural and economic development initiatives — a co-funder rather than a subsidiary.

The region directly oversees several cultural foundations, including Fondazione Orchestra Regionale Toscana, Fondazione Sistema Toscana, and Fondazione Toscana Spettacolo. These are operational entities governed independently from the main budget, focused on music, media, and performing arts programming. Their governance boards include regional appointees, but they function as separate legal foundations.
