Rodel Foundation of Delaware

Paul Herdman has served as President and CEO since 2004 and leads the foundation's strategic direction, grantmaking, and policy work. The foundation does not operate with a traditional chief investment officer structure common to larger endowments; its financial assets are managed to fund the operating and grantmaking budget. The board includes founders William and Donald Budinger, real-estate executive Robert Buccini, and former Delaware Governor Pierre S. du Pont, who co-chairs the foundation's Advisory Council.

Rodel operates less like a traditional grantmaker and more like a policy-implementation partner. It co-convenes and staffs the Vision Coalition of Delaware, a standing body that includes the governor, state education leaders, and business groups, giving the foundation direct influence over Delaware's education-policy agenda. Most private foundations fund programs at arm's length; Rodel has embedded itself inside the state's reform architecture for over two decades.

Rodel is primarily a grantmaking foundation. Its capital goes to nonprofits, school districts, early-learning providers, and policy-advocacy organizations working inside Delaware's public-education system. There is no publicly documented program-related investment portfolio or direct venture-capital-style deployment into education-technology companies, though the foundation does fund workforce-pipeline partnerships with employers.

The foundation was capitalized by brothers William D. and Donald V. Budinger, who co-founded Rodel, Inc., a precision-surface and polishing-technology company that became a critical supplier to the global semiconductor industry. The company was later sold, and the Budinger family directed a portion of the proceeds into the Rodel Foundations of Delaware and Arizona, as well as the Rodel Institute in Washington, D.C.

Both are Budinger-family philanthropic entities, but they operate independently. The Rodel Foundation of Delaware focuses on K-12 public-education reform within Delaware. The Rodel Institute, headquartered in Washington, D.C., runs the Rodel Fellowship in Public Leadership — a selective program for state and local elected officials — alongside other national public-leadership initiatives. Susan Budinger serves as Chair and Treasurer of the Rodel Institute.

The foundation's mandate is concentrated almost exclusively within the state of Delaware. Unlike the Budingers' Rodel Foundation of Arizona, which pursues a parallel mission in the Southwest, Rodel of Delaware does not make grants nationally. Its theory of change is rooted in deep, sustained engagement with a single state's education system and political leadership.

Rodel Foundation of Delaware does not fund international development, healthcare, environmental causes, or arts and culture — sectors that absorb significant shares of other large foundation portfolios. The foundation is singularly focused on public-education outcomes in Delaware, with a portfolio concentrated in early-childhood development, K-12 school improvement, and postsecondary-workforce alignment.
