SEBRAE RS is part of Sistema S, Brazil's network of autonomous social services funded through payroll levies. Each entity — SENAI, SESI, SESC, SEBRAE, and others — operates under public law but with private-sector governance. The Rio Grande do Sul branch maintains its own leadership and budget while coordinating nationally through Brasília.

FIERGS (the state industrial federation) and Fecomércio-RS (the trade and services federation) are core delivery partners. Luiz Carlos Bohn concurrently leads Fecomércio-RS, creating direct alignment on retail and tourism programming for small firms. FIERGS co-runs the Mercopar industrial fair and other manufacturing-sector initiatives with SEBRAE RS.

SEBRAE RS is not a grantmaker or foundation. Its programs carry a public-interest mandate, but capital does not flow as philanthropy. The CRAB RS initiative — focused on artisanal design and craft — operates as a showcase and accelerator for micro-producers rather than a charitable vehicle.

The entity covers the entire state of Rio Grande do Sul. Its main offices are in Porto Alegre, with regional units operating in Santana do Livramento (serving the Campanha and Fronteira Oeste regions) and Caxias do Sul (covering the Serra Gaúcha region). It does not extend operations outside the state.

Co-investment in the traditional sense does not apply. However, external allocators — particularly impact funds, development finance institutions, and corporate venture arms — can co-design or fund programs alongside SEBRAE RS's existing delivery infrastructure, especially in sectors like industrial tech, agritech, and data-analytics adoption for small firms.
