Shanghai Fengxian Investment (Group)

Shanghai Fengxian Investment Group is wholly owned and supervised by the Fengxian District SASAC, the local state-owned assets commission. Its senior leadership, including Chairman Gu Weixing and General Manager Li Jing, are appointed by the district government and Party committee. The group's mandate is defined by Fengxian's five-year economic plans.

Deal flow originates from Fengxian's economic development objectives. The group co-develops physical infrastructure like the WRSA Returnee Town to attract companies, anchors university spinouts through vehicles like Fudan Forward S&T, and participates in state-guided venture funds targeting biotech and advanced manufacturing. It does not operate as a commercially-driven financial investor.

Neither. It is a district-level local government financing vehicle (LGFV) that functions as an asset owner. Its capital comes from government land allocations, fiscal transfers, and state-bank credit facilities, not from a single family's wealth or pooled institutional commitments.

Lingang Group is a co-investor and development partner. The two entities jointly developed the WRSA Returnee Town in Fengxian and co-invest in technology funds aligned with the Shanghai Free Trade Zone's Lingang Special Area expansion into the district.

The group channels capital into industries prioritized by Shanghai's municipal plans: biotech and healthcare services, new energy vehicles, smart manufacturing, and industrial technology. Real estate and water infrastructure assets form the core of its balance sheet, with venture and fund-of-funds positions concentrated on companies locating in Fengxian's industrial parks.
