Chairman Ye Jingsong holds ultimate decision-making authority under the oversight of Shanghai SASAC, which owns the group outright. The group's two listed arms, Shanghai Guosheng Capital and Shanghai Guosheng Financial, each maintain their own management teams for day-to-day portfolio execution. Strategic asset transfers and major equity reorganizations require SASAC approval, making Guosheng a structured implementer rather than an autonomous allocator.

Guosheng does not manage a pool of foreign-exchange reserves or seek global portfolio diversification. It functions as a domestic capital-operating company, moving equity stakes between Shanghai's SOEs to consolidate ownership, restructure industries, and provide an exit mechanism for other state entities. Its listed platforms effectively create a secondary market for state capital, a function sovereign wealth funds rarely perform internally.

Guosheng targets mature, strategic equity stakes rather than venture-stage startups. Its direct co-investments tend to be growth-equity or buyout-stage transactions in state-priority sectors. The Shanghai State-owned Enterprise ETF also reflects a focus on providing liquidity for already-operating SOEs, not incubation or seed funding.

Its capital originates from the Shanghai municipal government through SASAC, which contributed the initial equity stakes in state-owned enterprises that formed Guosheng's portfolio. Ongoing capital flows include dividends from its SOE holdings, proceeds from asset restructurings, and additional equity transfers from SASAC as part of ongoing state-sector reform.
