The fund sources primarily through its own government-operated technology business incubators, such as the one located within the Knowledge and Innovation Community (KIC). By offering subsidized real estate and operational support within its owned campuses, the fund generates a proprietary pipeline of early-stage companies seeking to locate in Yangpu District. It supplements this with cross-border deal flow through institutional partnerships, including a long-standing relationship with SVB Financial Group.

The fund operates a hybrid model. While it makes LP commitments to external venture capital managers, it is best known for direct co-investments and for creating joint venture partnerships on specific real estate assets, such as its collaboration with Brookfield Asset Management on serviced apartments. Its primary tool is not fund-of-funds selection but direct capital deployment tied to the district's physical development plans.

The Knowledge and Innovation Community, located on University Road in Yangpu District, is a mixed-use development that functions as the operational hub for the fund's strategy. It concentrates the district's technology startups, university research partnerships, and venture support services in a single walkable campus. The fund uses KIC's commercial property revenue and the proximity to Fudan and Tongji universities to attract and retain its portfolio companies.

The two functions are managed under a unified policy mandate rather than through separate legal entities. The real estate arm develops and holds the physical assets, while the venture arm provides capital to tenants and target companies. Capital recycling between the two occurs explicitly — the Shanghai Yangpu Technology Business Incubator has been listed as public REITs, allowing the fund to monetize mature real estate and redirect proceeds into new venture investments.

The fund operates under the policy guidance of the Shanghai Municipal People's Government. While the Yangpu District People's Government executes the day-to-day investment activities, its sectoral focus and stage targets are aligned with the municipality's broader industrial plans. This municipal oversight ensures the fund's investments reinforce Shanghai's designated priority sectors rather than pursuing purely opportunistic returns.
