Siheung City Government was established in 1989, when Siheung-si was promoted from county to city status within Gyeonggi Province. Mayor Lim Byung-taek leads an administration that oversees a municipality of roughly 500,000 residents, situated along the southwestern edge of the Seoul Capital Area. The city's fiscal base rests on municipal tax collections and national government transfers that fund both public services and targeted economic development initiatives. The city operates as a direct developer and landlord across a portfolio of industrial real estate that defines its economic footprint. The Sihwa National Industrial Complex, branded as the Siheung Smart Hub, sits in Jeongwang-dong and houses domestic manufacturers and exporters across precision machinery, automotive parts, and electronics. The Gwangmyeong-Siheung Urban Advanced Industrial Complex, a joint project spanning the border with Gwangmyeong City, targets technology tenants in a built-out district at Gahak-dong, Nongok-dong, and Mokgam-dong. Beyond industrial zones, the city manages mixed-use developments including Siheung ABC Happy Learning Town, a lifelong-education campus recognized by the UNESCO Global Network of Learning Cities in 2016, and recreational land parcels such as Baegot Hanul Park and the Podong Citizen Sports Complex. The city also administers a Small and Medium Enterprise Development Fund that deploys seed and early-stage capital to local startups. Team and partnership structures are public-administration models rather than private investment committees. The mayor's office coordinates with national agencies and private consortia on strategic initiatives. The Korea Research Association for Unmanned Vehicle Systems (KRAUV) and Umac Air Co., Ltd. joined Siheung as consortium partners on the Drone Demonstration City project, which received national designation and uses the city's airspace and infrastructure to prototype delivery routes and regulatory frameworks. The Siheung City Education Foundation operates as a parallel arm, managing educational programming at venues like the ABC Happy Learning Town. In April 2024, Siheung was selected as a lead site for South Korea's urban air mobility (UAM) grand challenge, positioning the municipality as a test corridor alongside Incheon and Seoul (per public record, 2024). Siheung's structural differentiator is the coupling of municipal land-use authority with a deliberate industrial policy function: zoning decisions, public infrastructure budgets, and seed-stage investment vehicles operate under a single administration, giving the city government the ability to underwrite tenant companies in its industrial complexes while simultaneously regulating the corridors in which they operate. That uncommon concentration of development, capital allocation, and regulatory power within a municipal entity distinguishes it from passive public pension allocators and makes it a direct private-sector counterparty in a way that most city governments are not.
