West Bengal Electronic Industry Development Corporation

WBEIDC operates two structured channels for company creation. It jointly runs the WEBEL-BCC&I Tech Incubation Centre with The Bengal Chamber of Commerce & Industry, and maintains a venture capital collaboration with the Science and Technology Entrepreneurs' Park at IIT Kharagpur. Both programs offer infrastructure, mentorship, and seed-stage support to technology startups originating in or willing to relocate to West Bengal.

WBEIDC is a statutory undertaking fully owned by the Government of West Bengal, operating under the administrative control of the state's Department of Information Technology and Electronics. Its board and senior leadership are appointed by the state government, and its capital expenditure draws primarily from state budget allocations and internally generated revenue from lease and rental operations.

The corporation's primary activity is developing and leasing industrial real estate — IT parks, hardware parks, and manufacturing clusters — to operating companies. However, through its partnership with IIT Kharagpur's STEP program and the WEBEL-BCC&I incubation center, WBEIDC does provide grant and venture funding to pre-revenue and early-stage technology firms, making it an active, if modestly scaled, venture investor.

WBEIDC operates across three asset categories: IT and electronics infrastructure (26 parks and electronic manufacturing clusters), commercial office properties such as Webel Bhavan and the SDF Building in Salt Lake Sector V, and a venture portfolio built through incubation and startup partnership programs with academic and industry partners.

The corporation's holdings span the full geography of West Bengal. The densest concentration is in the Kolkata metropolitan area — specifically Salt Lake Sector V and the Rajarhat-New Town corridor. Distributed nodes extend to Durgapur in the western industrial belt, Siliguri in the northern corridor near the strategic Chicken's Neck, and Barjora in the Bankura district. Two dedicated Electronic Manufacturing Clusters sit at Naihati and Falta, both within the Kolkata economic catchment.
