Russell C. Ball III, a Haas family descendant, leads the firm as CEO. Robert H. Strouse serves as President and is his principal business partner. Strouse previously served as a director of Urban Outfitters. All major capital-allocation and acquisition decisions ultimately trace back to Ball and the family board he leads.

The Haas family fortune originates from Rohm and Haas, a Philadelphia-based specialty-chemical company co-founded in 1909 by Otto Haas. Rohm and Haas invented Plexiglas and grew into a global materials-science giant before its 2009 acquisition by Dow Chemical. Wind River Holdings manages capital generated by that enterprise over more than a century.

It functions as both. Legally, it is a corporate investor and permanent-capital holding company, not a regulated fund manager. It acquires and operates businesses on its own balance sheet indefinitely. This structure gives it the posture of a family office with an operating-company bias, rather than a closed-end fund manager.

The firm primarily does direct deals, buying and operating companies outright. Its real estate arm makes direct property investments, and its global portfolio holds direct assets across several countries. There is no public record of Wind River acting as a limited partner in external funds.

Rohm and Haas was the operating company that created the Haas family fortune. After Dow Chemical acquired Rohm and Haas in 2009, the Haas family's residual wealth and proceeds were managed through Wind River Holdings, which had been established prior to the sale. Russell C. Ball III, a direct descendant of co-founder Otto Haas, now runs the family's investment operations through Wind River.

Wind River targets mature, cash-flowing operating companies rather than startups or venture-stage businesses. Its structure as a permanent-capital holding company means it looks for businesses it can hold indefinitely, with no requirement to exit on a fund-cycle timeline. The 2022 sale of Goddard Systems to Sycamore Partners was a rare divestiture.

Philanthropy runs through The Ball Family Foundation, a separate grantmaking entity. The firm itself is a recognized donor to the Pennsylvania Academy of the Fine Arts and has supported cultural institutions in Philadelphia. The philanthropic foundation is distinct from the investment operations.
