Neither. Wormhole Foundation is the steward of an open-source, cross-chain messaging protocol that moves assets and data between blockchains. It does not manage external capital or make discretionary investments. Its operations focus on protocol development, security, and the governance of the W token.

The foundation's value is tied to the adoption and utility of the Wormhole protocol. It holds and oversees the W token, which is used for protocol governance and network incentives. The foundation's long-term sustainability depends on the growth of multichain asset movement, particularly in stablecoins and real-world assets, rather than on traditional investment returns.

Portal is a multichain application built on top of the Wormhole protocol, and it is maintained by the Wormhole Foundation. It provides an interface for users and institutions to perform cross-chain token transfers and swaps between any blockchain connected to Wormhole. It serves as the primary consumer-facing bridge for the protocol's liquidity.

Wormhole's messaging protocol connects over 45 different blockchains, spanning major layer-1 and layer-2 networks. The foundation itself maintains a globally distributed operational presence, with offices in Menlo Park, George Town, San Francisco, Sheridan, Atlanta, Paris, Taipei, New York, London, Los Angeles, and Singapore.

There is no public evidence that Wormhole Foundation participates in venture funding rounds or takes equity positions in the traditional sense. Its disclosed function is to operate and secure the open-source Wormhole protocol and its associated token economics, not to run an investment vehicle.
