Investment decisions are made by a partnership of five Managing Partners: Gil Arazi, Orna Carni, Mark Chess, Gilbert Ohana, and Avishai Silvershatz. The firm does not publicly designate a single CIO or investment committee structure, presenting a flat leadership model in its external materials.

FinTLV combines a constant scan of the Israeli technology ecosystem with proprietary mapping — most visibly its annual Israel Insurtech Map — to identify early-stage companies. The firm then draws on its own network of global insurers and reinsurers to surface unmet underwriting and operational needs that become the basis for targeted investments.

FinTLV focuses narrowly on Insurtech and Fintech. While it has not published a formal exclusion list, its exclusive sector concentration signals that it does not deploy capital into generalist enterprise software, life sciences, deep tech, or infrastructure plays outside of its insurance and financial services mandate.
