London Borough of Camden Pension Fund

Investment strategy and oversight is the responsibility of the Pension Committee, chaired by Cllr Rishi Madlani. Day-to-day manager selection and monitoring for the majority of assets is delegated to the London CIV, the collective investment vehicle for London's 32 local authority pension funds. The committee retains direct authority over strategic asset allocation and funding levels.

The fund accesses private markets primarily through the London CIV pooling structure, which offers sub-funds covering infrastructure, private debt, and other alternative asset classes. This pooled approach allows Camden to gain exposure to strategies that would be difficult to access and diligence independently given the fund's individual scale. A locally managed cash allocation is held outside the pooling arrangement.

Camden participates in a pensions shared service alongside the London boroughs of Merton, Richmond, Wandsworth, and Waltham Forest. This centralized administrative arrangement handles member records, benefit calculations, and employer liaison across the five participating funds, reducing duplication of back-office costs.

The London CIV is an FCA-regulated collective investment vehicle launched in 2015 to pool the assets of London's 32 local authority pension funds. Camden is both a shareholder in the CIV and an investor in its sub-funds, which span global equities, fixed income, multi-asset credit, infrastructure, and private markets. The CIV structure is part of the UK government's LGPS pooling reforms aimed at reducing investment costs.

The fund is an active member of the Local Authority Pension Fund Forum (LAPFF), a collaborative engagement body representing UK local authority pension funds on corporate governance and responsible investment matters. Through LAPFF, Camden participates in collective shareholder engagement with portfolio companies on issues including climate risk, executive pay, and board diversity.
