Tongfu Capital Holding

Tongfu Capital Holding is a wholly-owned subsidiary of China Communications Services Corporation (CCS), a company listed on the Hong Kong Stock Exchange. CCS itself is majority-controlled by China Telecommunications Corporation, the state-owned parent of China Telecom. This chain makes the firm an indirect vehicle of the Chinese state.

China Telecommunications Corporation is the ultimate controlling parent, sitting above China Communications Services Corporation (CCS), which directly owns Tongfu Capital. China Telecom operates the country's largest fixed-line network, and CCS provides engineering, construction, and IT services to telecom operators. Tongfu Capital manages investment assets that fall outside CCS's core engineering operations.

No evidence of external LP relationships exists in public records. The firm does not appear to market funds or solicit institutional investors. Its structure as a wholly-owned CCS subsidiary, combined with the absence of any identified fund vehicles, suggests it manages only parent-company proprietary capital.

Public records confirm two asset categories. In commercial real estate, the firm owns the Xintong Mansion office building at 8 Beijing Station East Street in Dongcheng District, Beijing. In energy infrastructure, it holds distributed photovoltaic projects in Ningxia, developed through a joint venture called Zhongtong Lvneng with Guangdong Tongyu Communication Inc.

Unlike CIC or SAFE, which pool state capital from multiple sources to invest globally, Tongfu Capital is a single-entity subsidiary tied to one operational parent. It has no external fundraising mandate, no sovereign wealth fund designation, and no visible international portfolio. Its remit is corporate balance-sheet management for CCS, not national reserve allocation.
